The habit of dumping domestic waste into rivers poses a serious threat to rural ecological preservation, as observed in Lebaksari Hamlet, Malang Regency, where 60% of residents rely on the river as a final disposal site due to geographical constraints and the absence of a waste management system. This community engagement study aims to mitigate river pollution through local community empowerment by initiating an independent waste management system oriented towards the values of Maqāshid al-Syarī’ah, specifically the pillar of Hifdz al-Bī’ah (environmental preservation). The method employed was Participatory Action Research (PAR), encompassing fact-finding (inquiry), reflection, strategic planning through Focus Group Discussions (FGD), collective action, and sustainable evaluation. The result demonstrates a transformation in community ecological awareness driven by the internalization of Hifdz al-Bī’ah theological values. The tangible impacts of this participatory action include the establishment of a local waste management institution named "Dusun Bersih Mandiri" managed by the Youth Organization (Karang Taruna), the formulation of local regulations in the form of Statutes and Bylaws (AD/ART) at the hamlet level, and the construction of an innovative chimney-shaped Final Disposal Site (TPA). The PAR approach integrated with religious values is proven effective in shifting destructive public behavior into active participation, while simultaneously ensuring the sustainability of environmental management programs at the rural level.
